Spurred by the attack on Pearl Harbor in December of 1941 then president Franklin Roosevelt decreed all Mystery Men, Crimebusters, and Superheroes operating within the United States were subject to conscription in time of exceptional need. This Extraordinary Response Initiative would come to be referred to, at first jokingly then officially, as the All-Star Squadron. The name was inspired by the Young All-Stars, a team of teenage heroes with a rotating roster who had been operating independently of the adults.
This Presidential Edict brought together the Freedom Fighters (I), The Justice Society, The Seven Soldiers of Victory (II), The Doom Patrol (I), The Seven Sentinels, The Shadowpact, and most every other non-aligned Mystery Man, Crimebuster, and Hero in the country.
